Dangote Petroleum Refinery has announced that it will stop selling petroleum products to marketers that are not registered in its system. This took effect from September 18, 2025.

As part of the new policy, the refinery announced that self-collection at gantries would be discontinued. Marketers will have to use the refinery’s Free Delivery Scheme which delivers products to retail locations. Dangote claimed that the changes were aimed at improving operations, delivering efficiency, and better matching supply.

Dangote believes that the Free Delivery Scheme will reduce costs and, ultimately, improve product supply, but marketers are skeptical as they view relying solely on Dangote’s delivery truck could increase their overhead costs.

The decision also has different implications for the market. The Nigerian Union of Petroleum and Natural Gas Workers (NUPENG) and the Depot and Petroleum Products Marketers Association of Nigeria (DAPPMAN) are concerned that the scheme will marginalize some marketers while putting a greater burden on others.

Dangote apologized for the inconvenience, but maintained that the change is intended to increase transparency and accountability. Dangote believes that restricting supply to only registered marketers will protect the downstream industry from unregulated operators’ activities.

This latest refinery directive supports a broader shift in fuel distribution, thus removing direct fuel access for unregistered marketers and focusing on better delivery structure.
